María Luque is Founder & CEO of Future Literacy, a strategic firm helping governments, institutions, investors and technology companies understand structural transformations, anticipate disruption and turn emerging opportunities into strategic advantage.

Her work sits at the intersection of sovereign technologies, critical infrastructure, dual-use innovation, geopolitics, industry and capital, with a particular focus on quantum technologies, artificial intelligence, space, advanced connectivity and information architecture.

Over more than a decade, she has worked across government, industry, startups, international institutions and emerging technology ecosystems, helping translate scientific and technological possibilities into policy, institutional alignment, industrial partnerships, market opportunities and strategic infrastructure.

She has worked with ecosystems connected to the European Union, NATO and the United Nations and has contributed to initiatives involving NASA, JAXA, ESA, Google, Deutsche Telekom, and other frontier technology and institutional actors.

She is Vice President of the Innovation & Entrepreneurship Commission of AMETIC, Advisor on Defence & Sovereignty Technologies at Fundación Innova IRV, Strategy within the Internet Society's Interplanetary Networking ecosystem, and a member of the International Board of Women Startup Community.

She has spoken at the United Nations Internet Governance Forum in Kyoto & Riyadh, Yale University and New York University, Mobile World Congress and other international technology, policy and strategic forums.

María's early work involved civic and diplomatic initiatives, international affairs, digital rights and youth participation — including Cámara Cívica, Polity Care, UNSA Spain, UNSA Andalucía and SEIMUN.
